BSEE replaces API RP 86 with a newer flow measurement guide

In a final federal rule, the Bureau of Safety and Environmental Enforcement updated the standards built into the offshore rulebook for oil, gas and sulfur operations on the Outer Continental Shelf. The agency is removing API, the American Petroleum Institute, RP 86 and replacing it with API MPMS Chapter 20.3 after saying the older reference had been superseded.

That change may sound small, but it matters in the place where compliance meets the meter. Offshore operators and the teams that track production rely on incorporated standards like these to measure output and document that they are following the federal requirements that govern offshore work.

The newer yardstick

BSEE says API MPMS Chapter 20.3 reflects advances in multiphase flow measurement, the kind used when oil and gas are moving together through the same system. In practical terms, it gives operators a newer technical reference for the numbers behind production reporting and compliance.

For companies working offshore, the work itself does not change. The reference they use to measure it does. That is the sort of revision that can ripple through measurement procedures, reporting systems and the people who sign off on both.
