California bill would let out-of-state foster youth visit by video

For California young adults still in the foster-care system, one monthly county check-in could happen by video instead of in person when they are placed out of state. AB 2684 would let a county social worker or probation officer make that switch for a nonminor dependent, but only if the young person gives informed consent and the case plan records it.

Assemblymember Stephanie Nguyen’s bill is built as a narrow adjustment, not a rewrite of the monthly-visit rule. It would add Section 16516.7 to the Welfare and Institutions Code and create one more way to keep contact going when geography makes an in-person visit harder.

The private conversation still matters

The virtual visit would still have to include a private discussion between the young person and the county worker. That is the same basic safeguard that already applies to monthly foster-care visits, including limits on sharing what was discussed with a foster parent, caregiver or group home staff except as otherwise specified.

So the point is not simply to replace a trip with a screen. The bill keeps the oversight piece intact while giving counties a format that can work for a nonminor dependent living across state lines.

Face-to-face stays on the table

The young person would still be able to ask for an in-person visit. If that is what they want, the worker or probation officer can shift the monthly contact back to face to face.

That matters because these visits are part support, part supervision. The bill gives counties flexibility, but it does not take away the youth’s say in how that monthly contact happens.
