County agencies would keep chasing cut-off benefits for foster youth

In California, Assemblymember Isaac Bryan’s AB 1080 would tell county placing agencies to keep pressing federal Social Security claims for foster youth even after benefits are terminated. The bill does not create new federal aid, but it keeps the county in the process when existing aid stops.

That matters because Supplemental Security Income, or SSI, survivor benefits and disability benefits can help cover the costs of being a young person in care, from basic living expenses to some measure of stability. Current law already requires counties to screen foster youth for possible SSI eligibility between ages 16 and 17, and to seek reconsideration and appeal when an application is denied.

When the check disappears

AB 1080 would extend that same reconsideration-and-appeal duty to cases where a foster youth’s federal Social Security Administration benefits have been terminated. Counties already have to keep going when an application is denied; this bill would say they have to keep going when the government cuts off an existing benefit too.
