The paperwork now does more of the sorting
The point of the change is not to block productions outright. It is to make the request process and the agreement language line up with the statute and with the Paperwork Reduction Act, the law that governs how federal agencies collect information from the public.
That matters because military vehicles, locations and expertise can be valuable to a production, but they come with strings. The new form and revised sample agreements give the Pentagon a cleaner way to decide what it will support, and under what terms, before a project ever reaches the set.
