Offshore drillers face new safety and measurement rules
BSEE is adding 23 standards to the offshore rulebook and updating 40 more. Some older measurement systems get until 2031 to catch up.
The Bureau of Safety and Environmental Enforcement is updating the technical standards that govern oil, gas and sulfur work on the Outer Continental Shelf. The final rule makes the incorporated documents regulatory requirements and gives existing measurement systems extra time to comply with one key standard.

Federal offshore operators are getting a fresh set of technical rules to follow. The Bureau of Safety and Environmental Enforcement, or BSEE, has updated the standards that govern oil, gas and sulfur operations on the Outer Continental Shelf, where federal requirements often depend on outside technical documents to spell out the details of compliance.
That matters because these documents are not just background guidance. Once BSEE incorporates them by reference, they become regulatory requirements with the force and effect of law. Operators, lessees and other regulated parties must follow the versions that are written into the offshore rulebook.
A technical update with real-world consequences
The final rule incorporates 23 standards that had not previously been part of the regulations and updates 40 standards already referenced there. Most of that work is about keeping the offshore rulebook aligned with newer editions, addenda, amendments or reaffirmations of standards already in use across the industry.
The standards were developed by the American Petroleum Institute, the American Gas Association, GPA Midstream Association and the American Society of Mechanical Engineers. BSEE says they address oil and gas measurement technologies and safety design factors tied to operations on the Outer Continental Shelf.
For people outside the industry, that may sound like a narrow paperwork change. In practice, it can affect how production is measured, how equipment is designed and inspected, and how companies show they are meeting federal requirements. When standards move, the work on the platform, the meter site and the compliance desk moves with them.
Measurement is at the center of the change
A big part of the update is about measurement accuracy. BSEE says the incorporation by reference of the new and revised standards will help its regulations reflect improvements in operational safety and advances in science and technology, including measurement accuracy.
That is especially important offshore, where small differences in measurement can ripple through reporting and compliance. The rule touches a system that already includes active oil royalty measurement points and active royalty meters on the Outer Continental Shelf. BSEE says there are currently 201 active oil royalty facilities measurement points and 445 active royalty meters there.
The agency also makes clear that it is not only adding new material. It is refining which standards stay in the regulations, which are updated to newer versions, and which references are simply clarified so the rulebook matches longstanding use.
What incorporation by reference means
Incorporation by reference is a legal shortcut that lets an agency pull in a separate document without printing the whole text of that document in the regulation itself. In plain language, it means the outside standard becomes part of the rule. If the standard changes, the regulatory version changes too, unless the agency says otherwise.
That is why offshore companies watch these updates closely. A standards change can affect internal procedures, vendor contracts, inspection schedules and measurement systems that were built around an older edition. Even when a change is technical, compliance teams still need to check whether their equipment, paperwork and training match the new federal reference point.
BSEE says the standards it selected are intended to reflect improvements in safety and technology. The agency also says it is using the update to recognize more accurate measurement methods and newer safety design practices rather than leaving older references in place indefinitely.
Older measurement systems get more time
The rule is not a one-size-fits-all deadline for every piece of equipment. BSEE is giving existing measurement systems on the Outer Continental Shelf extra time to comply with API MPMS Chapter 12.2, a measurement standard that is being brought into the rules for the first time.
For those older systems, BSEE is delaying the compliance date until August 11, 2031. New measurement systems approved after August 10, 2026 must comply with API MPMS Chapter 12.2. The agency says it expects it could take up to five years for operators to assess existing systems and acquire the proper equipment.
That split is important. New systems are expected to meet the updated benchmark right away, while older systems get a longer runway. For operators, that means compliance plans may look different depending on when a measurement system was approved and whether it is being installed now or already in service.
Platform inspections and design references are also changing
Measurement is not the only piece of offshore work touched by the rule. BSEE is also updating references tied to platform inspection and structural design. In one case, it replaces references to the Twenty First Edition of API RP 2A-WSD with references to the Twenty Second Edition of API RP 2A-WSD and API RP 2SIM.
The rule also adds a new paragraph that clarifies in-service inspection intervals for offshore platforms under API RP 2SIM. BSEE says operators must perform in-service inspections according to the time intervals in Table 3 of Section 6.5.3 of that standard, based on the exposure category BSEE has accepted and the platform survey level established under Section 6.5.
At the same time, the agency says it is not incorporating one part of that standard. BSEE is not bringing in Section 6.5.2.2, which covers risk-based inspection intervals. Instead, it says the new paragraph will state that operators are not required to comply with that section.
What BSEE chose to include and leave out
The final rule also shows that BSEE is not adopting every possible standard that came up along the way. The agency says it will not finalize the proposed incorporation of API Standard 2RD at this time, and it will make final decisions later on whether to incorporate some or all of that standard.
On the measurement side, BSEE is also removing some older references as newer ones come in. It says API Bulletin 2 INT-DG, API Bulletin 2 INT-EX and API Bulletin 2INT-MET will be removed from the regulations in light of the newer standards now being incorporated. The agency also notes that API RP 86 has been superseded by API MPMS Chapter 20.3, which provides advances in multiphase flow measurement.
The practical takeaway is straightforward. Offshore operators are not getting a wholesale rewrite of the law, but they are getting a new technical baseline. The standards that guide measurement, inspection and safety design are being refreshed, and companies working on the Outer Continental Shelf will need to keep their procedures aligned with the versions BSEE has now put into the regulations.
