Ohio lawmakers would limit pay for veterans claims help

For Ohio veterans, dependents and survivors, the person helping with a benefits claim can shape whether the paperwork gets done at all. A proposal in Columbus would tighten the market for that help by barring compensation for work on a veterans benefits matter, except as permitted under federal law.

The bill defines both the work and the payment broadly. A veterans benefits matter includes preparing, presenting or prosecuting a claim, and also advising, consulting or assisting on it. Compensation means money, a thing of value or an economic benefit, so the measure reaches more than a simple invoice.

A wider net than a fee ban

That language matters because the proposal is not limited to one narrow service. It reaches claims tied to benefits, programs, services, commodities, functions, status or entitlements for veterans and eligible family members, including dependents and survivors.

The V.E.T.E.R.A.N. Benefits Protection Act, as the measure is named, would leave room for the federal rules that already allow some forms of representation. But it would make Ohio a less open place for paid help that falls outside those limits.

No pay for the referral chain

The bill also targets the business around the claim, not just the claim itself. It would bar compensation for referring an individual to another person for help with a veterans benefits matter.

That closes off a common side deal in service industries, where the real money can be in the handoff instead of the work. For families trying to navigate disability benefits or other entitlements, the practical effect would be fewer paid middlemen and a narrower path for companies built around steering claimants from one helper to another.
