Ohio bill would widen financing for tech upgrades
If SB 450 passes, Ohio budget officials could create new spending lines in cash-rich funds outside the state’s main operating fund, giving agencies more room to pay for storage modernization and Ohio One network upgrades.

Ohio lawmakers built a little more flexibility into the way the state pays for its technology and communications backbone. The measure says that if the director of budget and management, working with the director of administrative services, decides a fund outside the General Revenue Fund has enough cash, new line items can be created for the same purposes as the state’s storage and network modernization projects.
A wider lane for the same upgrades
The legal language also casts a wide net around the financing tools themselves. It defines bond proceedings to include the resolutions, orders, agreements, credit enhancement facilities and related amendments that shape borrowing, and it says obligations can include bonds, notes and other debt instruments with their interest coupons.
That matters because it gives Ohio a cleaner way to support systems such as Ohio One and MARCS, the Multi-Agency Radio Communications System, without changing what the money is meant to do. For the state, the practical effect is less about a new program than about keeping major IT and communications work supplied with the kind of capital financing these projects usually need.
