Tennessee hygienists can start X-rays before the dentist
The new law lets hygienists do more of the early visit work under direct dentist supervision, including X-rays and cleanings. It also expands their ability to prescribe a short list of products that aren’t controlled substances.
A new Tennessee dental law moves more routine care to the start of the visit. Hygienists can now do diagnostic X-rays, record tissue data, perform cleanings and apply fluoride before a dentist sees the patient.

Tennessee dental visits can now start with a hygienist instead of a long wait for the dentist. A new law lets hygienists working under direct dentist supervision take X-rays, record tissue data, clean teeth and apply fluoride before the dentist sees new or existing patients.
For patients, that means the first half of a routine visit can move faster, with less standing around while the dentist makes the initial pass. The change keeps the dentist in charge, but it gives hygienists a bigger role in the basic preventive work that often sets the pace for the rest of the appointment.
A narrower prescription lane
The law also gives hygienists limited prescriptive authority for a short list of products: fluoride agents, topical oral anesthetic agents, silver diamine fluoride, curodont, sealants and desiccation therapy. Those items must not be controlled substances and must not require a federal drug enforcement license.
Tennessee's board will still set the training and education requirements for hygienists who use that authority, including a course for placing silver diamine fluoride. So the change is not a free-for-all, but a defined expansion of what a hygienist can do once the dentist is already responsible for the care.
