In Washington, the U.S. International Trade Commission said there is a reasonable indication that a U.S. industry is materially injured by imports from China sold below fair value and by imports subsidized by the Chinese government. The notice covers tris (hydroxymethyl) aminomethane and tris (hydroxymethyl) aminomethane hydrochloride, or tris and tris HCl, from China.
A case that can still grow
The commission’s preliminary finding does not set duties by itself. It does keep both the antidumping case, which targets goods sold below fair value, and the countervailing duty case, which targets subsidized imports, alive.
That is the part importers watch. If the cases continue to move against the Chinese shipments, the price of bringing the chemicals into the U.S. market could change.
