West Virginia cities could keep building bigger reserves

The bill keeps the basic structure in place. A municipality could still create the fund by a majority vote of its governing body, and the account could still accept appropriations, gifts, grants and other money made available to it.
A bigger cushion for lean years
The revision does one thing and leaves the rest alone: it removes the cap. That gives local governments more room to build reserves without changing how the fund is established or where the money can come from.
