West Virginia hospital staff could tap pensions earlier

In West Virginia, some hospital employees could start collecting retirement benefits sooner than they otherwise would. Senate Bill 997 would let certain Public Employees Retirement System members who work at Hopemont Hospital, Jackie Withrow Hospital, John Manchin Sr. Health Care Center and Lakin State Hospital begin drawing their retirement annuity before age 60 in Tier 1, or before age 62 in Tier 2, if they were 55 or older on Oct. 21, 2025 and otherwise eligible for retirement.

A narrower retirement lane

The bill does not open the door for every state worker. It is limited to a specific group of hospital employees, and the age break depends on which retirement tier they are in. For workers in Tier 1, the earlier starting point would be before 60. For Tier 2, it would be before 62.

That makes the date on the calendar matter as much as the job title. Someone who was already 55 by Oct. 21, 2025 could fit inside the new lane, while a younger worker would not. In practice, the proposal gives a defined group of staff a chance to step away from demanding hospital jobs without waiting for the standard age threshold to arrive.

The bill already has support on paper

The sponsorship list includes one cosponsor, Sen. Ben Queen, a Republican from District 12. Available vote records show the bill advanced without recorded no votes.

That matters because retirement rules tend to look abstract until they reach the people doing the work. For staff at state hospitals, the difference between staying on the job and leaving with benefits in hand can come down to a few years, and this proposal would redraw that line for a narrow slice of workers.
